Conocimiento operativo: consideraciones éticas y nuevas relaciones internacionales

Knowledge is the essential variable that enhances the dynamics in the new networking, or information, economy. Knowledge becomes a resource that generates value and wealth. Innovation and competitiveness are the variables which delimit the present environment in which knowledge develops. The intrinsic characteristics of knowledge make it possible for it to be widespread, transferred, possessed and sold. The evolution of the capitalist market economy in the last 150 years has been guided by the development of this meaningful resource. The new economy of information shows regularities that guarantee a relatively predictable framework about the evolution and dynamics of knowledge. These new principles allow for an inference on what the development of political, social and cultural institutions will be like. The possibilities of those who do not possess knowledge are quite limited - especially in developing countries- because the forces that that begin to appear in the new environment are of concentration and ablation of knowledge in those who already have it, and of exclusion of those who lack it. As always, the change in the new economy of knowledge encourages transitions in the political, economic and social systems all over the world. The starting point of this transition must be ethical principles that can have global application.
