Abstract

Based on the right to education and the right to work, both of which are acknowledged in numerous international documents on human rights, this article looks at a series of educational-training initiatives for employment that are being implemented in Spain and can be accessed through different programs in and outside the educational system. Among the aspects that can be examined in relation to those programs, the authors focused on their legal regulation and their management by the institutions that are authorized to impart them, be they educational centers per se, organizations in the service sector, or companies in the market.

Given the importance of the term “quality” as applies to management, the authors highlight two standardized models
for quality assessment, which can be applied in any type of institution: namely, the standards of the International
Organization for Standardization (ISO) and those of the European Foundation for Quality Management (EFQM).
