Beyond Paperwork: A Case Study on Administrative Organization in a Colombian Public University

In many Colombian public universities, administrative functions are poorly documented and transmitted informally, leading to disorganization, task overlap, and limitations in institutional improvement. This article presents a case study conducted at a Colombian public university, where function and procedure manuals were developed to enhance operational efficiency, internal communication, and responsibility allocation. A qualitative-descriptive approach was employed, using mixed data collection methods, including surveys, participatory workshops, semi-structured interviews, and document analysis. Key issues identified included duplication of functions, lack of formal induction processes, and recurring operational errors. To overcome resistance to change, strategies such as staff awareness, participation, and institutional support were implemented. As a result, three manuals were created, harmonizing 86 administrative procedures. This initiative strengthened institutional recognition of administrative work and improved perceptions of equity among staff. The study concludes that technical documentation of functions and procedures should not be viewed as bureaucratic burden but as a strategic tool for continuous improvement and organizational transformation. Recommendations include periodic validation mechanisms, institutional induction strategies, and performance indicator monitoring to ensure the sustainability of the initiative.
