The article contains two parts. The first looks at the more relevant aspects of Niklas Luhmann's theory of social systems, with its neo-systematic paradigmatic condition.
In the second part, this theory - supplemented with contemporary developments in education, learning and administration - provides a frame of reference for a model to deal with the crisis in institutional integration at the elementary level of the school system in Colombia. The model in question contributes to intelligent school management and, from the standpoint of school micro-policy, it proposes new developments in geopedagogy.
